Amends Section 3-623 of the Illinois Vehicle Code regarding Purple Heart registration plates for military service members and their surviving spouses.

Eligible recipients (Purple Heart awardees or their surviving spouses) may display Purple Heart plates on one vehicle without paying any registration or renewal fees.

For a second vehicle with Purple Heart plates, an eligible person approved for Senior Citizens and Disabled Persons Property Tax Relief benefits pays the annual fee specified in Section 3-806.3 of the Vehicle Code.

Plates may be affixed to passenger vehicles (1st division), motorcycles, or motor vehicles (2nd division) weighing not more than 8,000 pounds, and may be issued as vanity or personalized plates.

Secretary of State must provide a motorcycle-appropriate version of the Purple Heart special registration plates.
