Allows minors ages 14-17 living separately from parents or guardians to consent to primary care services without parental consent, provided the minor demonstrates understanding of benefits and risks

Permits identification of such minors in writing by an adult relative, homeless service agency representative, attorney, school homeless liaison, social service agency for at-risk youth, or religious organization representative

Protects health care professionals from civil or criminal liability and professional discipline if they reasonably relied in good faith on the minor's representations or written identification

Maintains confidentiality of communications between health care professionals and minors seeking care, even when insurance billing discloses information to health plans

Defines "primary care services" as screening, counseling, immunizations, medication, and treatment in outpatient settings, excluding invasive procedures beyond standard injections and laceration care

Takes effect October 1, 2014
