• Department of State Police must destroy all firearm transfer records within 31 days after the call, retaining only the identifying number and assignment date.

• Department may retain denial records only until the appeal is resolved or as long as necessary for criminal prosecution.

• Non-licensed firearm dealers must contact Department of State Police to verify the recipient's Firearm Owner's Identification Card validity before transferring firearms (effective January 1, 2014), with valid approvals good for 30 days.

• Department must develop an Internet-based system for individuals to verify Firearm Owner's Identification Card validity prior to firearm sales or transfers by July 1, 2015.

• Defines "transfer" as permanent transfer of possession, ownership, or title to a firearm, excluding other conditions of possession or use.
