IL HB4516

Amends the definition of predatory criminal sexual assault of a child to include any contact between sex organs or anus and another person's body for sexual gratification or arousal, or any act of sexual penetration, when the accused is 17 years or older and the victim is under 13 years of age.

Establishes enhanced penalties when the offense involves aggravating factors: 15-year mandatory addition for being armed with a firearm, 20-year mandatory addition for discharging a firearm, and 50 years to natural life imprisonment for causing great bodily harm resulting in permanent disability or life-threatening injury.

Requires a mandatory minimum of 50 years to 60 years imprisonment when a controlled substance is delivered to the victim without consent or through threat or deception for non-medical purposes.

Mandates natural life imprisonment for convictions involving 2 or more victims regardless of whether offenses occurred from the same or separate acts.

Mandates natural life imprisonment for second or subsequent offenses, or when convicted after prior convictions for criminal sexual assault, aggravated criminal sexual assault, or substantially equivalent offenses under Illinois or other state law.
