Reduces the minimum number of contiguous school districts required to jointly operate a science and mathematics partnership school from 4 to 2 districts.

Allows partnership schools to restrict enrollment to students residing within the participating districts' geographic boundaries and select students based on academic proficiency in science and mathematics, subject to non-discrimination requirements.

Requires approximately equal enrollment of students from each participating district, with lottery selection used when more eligible students apply than spaces are available.

Requires each participating district to pay its per capita cost of educating students attending the partnership school, with costs covered from the same fund the district would use if incurring expenses directly.

Ensures teachers and certified staff selected from participating districts remain employees of their original district, maintain their wages, benefits, and contractual status, and must be assigned to comparable positions upon completion of their 2-4 year partnership school assignment.
