Defines "rural ambulance service provider" as an ambulance service licensed under the EMS Systems Act serving a rural population of 7,500 or fewer inhabitants.

Allows rural ambulance service providers to submit proposals to the EMS System Medical Director for approval to upgrade their in-field service level based on the highest level of EMT license or Pre-Hospital RN certification held by staff.

Requires upgrade proposals to include: methods to secure advanced life support equipment and medications, quality assurance procedures, and a commitment to advertise only the level of care available 24 hours daily.

Mandates that advanced life support supplies and medications be secured and locked with access limited to personnel authorized by the EMS System Medical Director.

Requires the EMS System to routinely perform quality assurance on authorized upgrades to ensure compliance with the EMS System plan approved by the Department.
