Charter schools must comply with all federal and state laws regarding special education and instruction of English language learners (children of limited English-speaking ability).

Charter schools established on or after the effective date in cities with populations exceeding 500,000 are limited to operating one campus.

A moratorium on establishing charter schools with virtual-schooling components exists from April 1, 2013 through April 1, 2014 in school districts other than those organized under Article 34, with exceptions for previously approved schools.

The Commission must submit a report to the General Assembly by March 1, 2014 on the effects of virtual-schooling, including impacts on student performance, costs, oversight issues, and policy recommendations.

Charter schools established after the effective date in cities exceeding 500,000 population cannot contract with for-profit entities to manage or operate the school through the end of the 2004-2005 school year.
