Authorizes custodians of property record cards to levy a reasonable fee against persons requesting electronic or microfiche copies for commercial purposes.

Allows custodians to charge only the actual cost of the recording medium (disc, diskette, tape, microfiche) for non-commercial requests for electronic or microfiche copies of property record cards.

Amends the Freedom of Information Act to clarify that public bodies may charge up to $10 per hour for personnel time searching for and retrieving records only for commercial requests, with the first 8 hours free.

Defines "commercial purpose" by reference to subsection (c-10) of Section 2 of the Freedom of Information Act, distinguishing commercial requesters from other requesters like news media.

Takes effect immediately upon becoming law.
