• Amends the Illinois Architecture Practice Act to exempt applicants who earn an advanced degree from an accredited U.S. educational institution from TOEFL and spoken English testing requirements, even if they graduated from a foreign architectural program.

• Amends the Professional Engineering Practice Act to provide the same exemption for engineers who graduated from foreign programs and subsequently earn an advanced degree from an accredited U.S. institution.

• Amends the Structural Engineering Practice Act to provide the same exemption for structural engineers who graduated from foreign programs and subsequently earn an advanced degree from an accredited U.S. institution.

• Applies the exemptions to applicants whose first language is not English and who graduated from programs outside the United States or its territories.
