Creates the Young Adults Heroin Use Task Force to address heroin use in grades 6 through 12 across Illinois

Task Force membership includes 4 House members appointed by Speaker, 3 by House Minority Leader, 4 Senate members appointed by President of Senate, 3 by Senate Minority Leader, and one representative each from statewide school board and school principal associations appointed by Governor

Task Force members serve without compensation and receive administrative support from the Department of Human Services' Division of Alcoholism and Substance Abuse

Task Force must conduct a study on heroin use in grades 6-12 and recommend programs for schools to address the problem, potentially involving local law enforcement

Task Force must report findings and recommendations to the General Assembly and Governor by June 30, 2014, and is abolished on July 1, 2014
