Adds Section 7-68 to the Election Code establishing procedures for nominations in special elections for Attorney General, Secretary of State, Comptroller, or Treasurer.

If a vacancy occurs before the first date for filing nomination papers for the next primary election, nominations are made through regular procedures and appear on the primary ballot without requiring a separate ballot.

If a vacancy occurs on or after the first date for filing primary nomination papers, the state central committee of each established political party nominates a candidate by resolution, which must include the original office holder's name, vacancy date, and nominee information along with a Statement of Candidacy and ethics filing receipt.

Requires vacancies in nomination occurring after the primary but before certification to be filled before certification, and vacancies after certification but before 15 days before the general election to be filled within 8 days.

Modifies Section 25-5 to specify that if more than 28 months remain in a term when a vacancy occurs, a special election shall be held at the next general election; if 28 months or less remain, the appointed officer serves the remainder of the term.
