Amends the Navigator Certification Act by adding Section 22 requiring fingerprint-based criminal history record checks for navigator certification applicants and renewals.

Requires all applicants for initial navigator certificates to undergo fingerprint-based criminal history record checks submitted to the Department of State Police.

Requires individuals holding certificates on the effective date to submit fingerprints for criminal history checks during their first certificate renewal.

Fingerprints must be submitted through a live scan fingerprint vendor licensed by the Department of Financial and Professional Regulation and checked against state and federal criminal history databases.

Department of State Police charges a fee not exceeding the actual cost of the background check, deposited in the State Police Services Fund, and shares conviction information with the Department of Insurance.
