• Requires water and sewer utilities to discontinue service only on a day followed by a business day and after mailing or delivering written notice of discontinuance to the customer.

• Establishes minimum 21-day payment periods: due dates must be at least 21 days after bill is postmarked, delivered, sent electronically, or customer is notified bill is available electronically, and bill date must be at least 21 days prior to the due date.

• Defines bills as past due only when payment is made after the printed due date for in-person payments, or postmarked after the due date for mailed payments.

• Applies these protections to investor-owned utilities, municipal utilities, and public/political subdivisions providing water or sewer service.

• Adds similar provisions to the Public Utilities Act requiring regulated water and sewer utilities to follow the same discontinuance notice and billing timeline requirements.
