Establishes volunteer licenses for health care professionals including physicians, dentists, optometrists, physician assistants, nurses, and advanced practice nurses who agree to practice without compensation.

Volunteer license holders must practice exclusively in free medical clinics or public health clinics and may not practice for compensation in any setting.

A health care professional cannot simultaneously hold both a volunteer and non-volunteer license in the same profession; obtaining a volunteer license automatically places any existing non-volunteer license in inactive status.

Department of Professional Regulation must waive licensure fees for the first 500 volunteer licenses issued and may provide fee waivers or reductions for subsequent licenses by rule.

Department must determine the total number of volunteer licenses to be issued and file proposed implementing rules within 6 months of the law's effective date.
