Amends Section 108-4 of the Code of Criminal Procedure to allow search warrants to be issued based on sworn testimony communicated through simultaneous video and audio transmission between a requestor and a judge.

Permits warrants to be issued either by transmitting a written complaint and duplicate warrant electronically, or by reading the warrant verbatim to the judge if circumstances make electronic transmission impracticable.

Requires judges to place all persons providing testimony under oath and to create a record of the facts supporting the warrant decision, which must be filed with the court (either as an acknowledged written complaint or as a transcribed/recorded oral testimony record).

Allows the requestor to sign the judge's name on the duplicate warrant with their initials, and requires the judge to sign the original warrant and enter the exact date and time of issuance on both documents.

Protects evidence obtained under these warrants from suppression motions based on failure to obtain a written affidavit, except in cases of bad faith, while preserving all other grounds for suppression motions.
