Amends the Environmental Protection Act to redefine "pollution control facility" and lists 23 categories of sites and facilities that are exempted from this definition.

Exempts composting operations for food scraps, livestock waste, crop residue, wood waste, and paper waste if they meet specific setback requirements (200 feet from water wells, 1/8 mile from residences and sensitive facilities) and operational standards.

Exempts transfer stations for landscape waste held for 24 hours or less and allows temporary demonstration projects (until July 1, 2017) for facilities transferring commingled landscape waste and food scrap in municipalities with specific population ranges (100,000-115,000 or 5,000-10,000 per 2010 census).

Exempts sites used for thermochemical conversion testing using woody biomass, gasification testing, and pharmaceutical incineration from residential sources collected by law enforcement.

Defines "new pollution control facility" as those initially permitted after July 1, 1981, expansions beyond current permitted boundaries, or facilities requesting approval to handle special or hazardous waste for the first time.
