IL HB4607

Adds new offense of unlawful possession of body armor for persons convicted of a felony crime of violence, making it a Class 4 felony.

Defines "crime of violence" by reference to the Crime Victims Compensation Act and establishes four categories of body armor subject to the law.

Provides affirmative defenses for persons with crime of violence convictions who possess body armor with prior written employer certification for lawful business activities or who are confidential informants/witnesses acting under law enforcement supervision.

Maintains existing offense of wearing body armor while in possession of a dangerous weapon during commission of any offense, with penalties of Class A misdemeanor for first offense and Class 4 felony for second or subsequent offense.
