Amends Section 11-9.3 of the Criminal Code of 2012 to make it a Class 4 felony for child sex offenders to knowingly operate a taxicab or limousine, whether authorized to do so or not.

Adds taxicabs and limousines to existing prohibitions that already applied to ice cream trucks, authorized emergency vehicles, and rescue vehicles operated by child sex offenders.

Applies to individuals defined as "child sex offenders" under the statute, including those convicted of specified sex offenses against persons under 18 years of age or certified as sexually dangerous persons.

Defines "limousine" by reference to Section 1-139.1 of the Illinois Vehicle Code and maintains existing definitions for other vehicle types and relevant terms.
