Amends the Illinois Lottery Law to create a special historic preservation instant scratch-off lottery game, commencing January 1, 2015 or as soon thereafter as practicable.

Net revenue from the historic preservation scratch-off game shall be deposited into the Illinois Historic Sites Fund for use by the Historic Preservation Agency to maintain and preserve state historic sites.

Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses of the Department solely related to the scratch-off game.

Requires the Department to not unreasonably diminish marketing efforts for other instant scratch-off lottery games during the time the historic preservation game is offered.

Adds Section 21.9 to the Illinois Lottery Law and updates references in Sections 2 and 20 to include the new historic preservation game alongside existing lottery revenue allocations.
