Amends the Illinois Vehicle Code to allow municipalities and counties to establish administrative systems for enforcing parking, standing, compliance, automated traffic law, and automated speed enforcement violations with fines not exceeding $500.

Requires automated speed enforcement systems to be located only in designated "safety zones" within one-eighth mile of schools or school district property, and operational only during specific times (school days 6 a.m.-8:30 p.m. weekdays, 9 p.m. Fridays for schools; one hour before/after for parks).

Establishes civil penalties for speed violations: $50 maximum plus $50 late fee for speeds 6-10 mph over limit; $100 maximum plus $100 late fee for speeds over 10 mph above limit, with no penalties for speeds 5 mph or less over limit.

Requires annual calibration of speed enforcement equipment and specifies technician review and approval procedures, with stricter requirements for municipalities/counties over 1 million inhabitants.

Directs net proceeds from automated speed enforcement penalties toward public safety initiatives around schools and parks, pedestrian/traffic safety improvements, infrastructure construction and maintenance, and after-school programs.
