Removes the requirement for airmen to register federal pilot licenses, certificates, or permits with the Illinois Department of Transportation and obtain a state certificate of registration to operate aircraft in Illinois.

Maintains the requirement for aircraft (but not airmen) to register federal licenses, certificates, or permits with the Department every 2 years for a $20 fee.

Authorizes the Department to suspend or revoke the flying privileges of any airman who is not qualified, has willfully violated state or federal aeronautics laws, is addicted to narcotics or excessive alcohol, has made false statements in federal applications, or has engaged in conduct dangerous to public safety.

Eliminates the requirement that airmen carry evidence of state registration, requiring only that they carry and present their federal airman's license, certificate, or permit for inspection.

Clarifies that aircraft and airmen not requiring federal licensing are not required to register with the Department before engaging in aeronautics in Illinois.
