IL HB4645

Amends the Illinois Vehicle Code Section 18b-108 to add enhanced criminal penalties for willful violations of the Illinois Motor Carrier Safety Law that result in motor vehicle accidents causing injury or death.

Establishes that a willful violation causing great bodily harm, permanent disability, or disfigurement to another person is a Class 3 felony.

Establishes that a willful violation causing the death of another person is a Class 2 felony.

Maintains existing penalties of Class 4 felony for general willful violations (with maximum fine of $10,000) and Class 3 felony for non-drivers who cause violations (with maximum fine of $25,000).
