Amends the Department of Juvenile Justice Mortality Review Team Act to require the Director to appoint team members within 30 days of a youth's death in Department custody.

Expands mortality review team membership to include 13 required categories: physicians, Department representatives, State's Attorney, law enforcement, mental health professionals, health department representatives, school district designee, coroner/pathologist, juvenile justice advocates, hospital/emergency services representatives, State Police, Governor's Inspector General, and bar association/law school representatives.

Requires each team member to demonstrate experience or interest in the welfare of youth in State custody.

Provides funding through the Department's annual budget for team travel expenses and professional services.

Allows the Director to request an existing team review a subsequent death if it occurs while a prior death is under review, and team appointments expire upon completion of all required reporting.
