Amends the domestic battery statute to include convictions under the law of another jurisdiction that are substantially similar when determining felony enhancement and sentencing levels.

Establishes that domestic battery is a Class 4 felony with one or two prior substantially similar out-of-state convictions, a Class 3 felony with three prior substantially similar out-of-state convictions, and a Class 2 felony with four or more prior substantially similar out-of-state convictions.

Requires a mandatory minimum of 72 consecutive hours of imprisonment for any second or subsequent domestic battery conviction, with no suspension of imprisonment or probation eligibility allowed.

Mandates a minimum of 10 days imprisonment or 300 hours of community service (or both) when felony domestic battery, aggravated domestic battery, or related offenses are committed in the presence of a child under 18.

Requires courts to advise defendants convicted of domestic battery that federal law prohibits firearm and ammunition possession under the Gun Control Act of 1968.
