• Expands the definition of "addicted to narcotics" to include persons convicted within the past year of offenses involving cannabis, controlled substances, or methamphetamine, while excluding properly prescribed controlled substance use under physician supervision.

• Defines "clear and present danger" as a person who communicates serious threats of physical violence or demonstrates threatening physical or verbal behavior as determined by physicians, psychologists, examiners, school administrators, or law enforcement.

• Establishes comprehensive definitions related to firearm ownership restrictions, including criteria for mental health adjudications, sexual violence determinations, and involuntary mental health admissions.

• Takes effect immediately upon becoming law.
