Establishes the composition of the Swine Disease Control Committee with 5 swine producers, 2 farm organization representatives, 1 swine organization representative, licensed veterinarians, the State Veterinarian, Director of the Galesburg Animal Disease Laboratory, and deans from University of Illinois, Southern Illinois University, and Western Illinois University agricultural programs, plus the Illinois State University agriculture department chair and relevant legislative committee chairs

Establishes the composition of the Cattle Disease Control Committee with representatives from farm and cattle organizations, university deans and department chairs, licensed veterinarians, the State Veterinarian, Director of the Galesburg Animal Disease Laboratory, 8 additional members representing feeder cattle, purebred beef cattle, and dairy cattle interests, and relevant legislative committee chairs

Limits committee meetings to occur only in the event of a disease outbreak or other significant disease situation, scheduled at the Director's call to address disease prevention, management, and control

Provides committee members receive no compensation but are reimbursed for necessary expenses incurred in performing their duties

Repeals Section 1 of the Animal Gastroenteritis Act and becomes effective upon becoming law
