Repeals Section 19a of the Personnel Code concerning the Interagency Committee on Employees with Disabilities.

Establishes a new Interagency Committee on Employees with Disabilities under the Illinois Human Rights Act with 18 members, including representatives from 11 state agencies and 7 state employees with disabilities appointed by the Governor.

Designates the Director of Human Rights and Secretary of Human Services as co-chairpersons; requires the committee to meet at least 6 times annually with administrative support from the Department of Human Rights.

Authorizes the committee to address problems facing state employees with disabilities, provide information clearinghouse services, promote affirmative action hiring, and recommend improvements to disability employment programs in state agencies.

Requires the committee to submit annual reports to the General Assembly evaluating its achievements and the effectiveness of state government hiring and advancement practices for employees with disabilities.
