County boards shall (rather than may) name streets, lanes, roads, and highways and shall regulate building and lot numbering in unincorporated areas.

Municipal corporations shall (rather than may) name streets, avenues, alleys, and public places and shall regulate building and lot numbering.

No change in street names or building/lot numbering becomes effective until 30 days after notifying election authorities, post office branches, and 9-1-1 systems by certified mail, registered mail, or electronic means.

Any street name or numbering changes must be effective no less than 30 days prior to any primary or general election.

Changes apply to both county highway systems under 1,000,000 population and municipal jurisdictions statewide.
