Adds new Section 3-699.14 to the Illinois Vehicle Code authorizing the Secretary of State to issue special Operation Desert Shield/Desert Storm license plates to Illinois residents who earned the Southwest Asia Service Medal from the United States Armed Forces.

Permits plates to be affixed only to passenger vehicles of the first division, motorcycles, or motor vehicles of the second division weighing not more than 8,000 pounds.

Requires applicants to submit appropriate documentation as determined by the Secretary of State along with the applicable registration fee.

Allows the Secretary of State discretion over plate design, color, format, and permits plates to be issued as vanity or personalized plates in accordance with existing law.

Plates are exempt from the "Land of Lincoln" designation requirement and expire according to the staggered multi-year procedure established in Section 3-414.1 of the Illinois Vehicle Code.
