Amends the Firearm Concealed Carry Act to add enforcement provisions for state preemption of local gun regulations.

Allows any person to file a circuit court complaint alleging a unit of local government has violated preemption by adopting an ordinance or resolution restricting licensees or businesses under the Act.

Requires courts to order violating local governments to pay plaintiff's court costs, attorney's fees, and actual damages if allegations are found true.

Mandates minimum punitive damages of at least $1,000 per day per violation from the date the complaint is filed, as deemed appropriate by the court.

Takes effect immediately upon becoming law.
