Creates the Little League Fund as a special fund in the State treasury to support local little league organizations.

Authorizes the Secretary of State to issue special Little League license plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $25 fee for initial issuance of Little League plates, with $10 deposited to the Little League Fund and $15 to the Secretary of State Special License Plate Fund.

Charges a $25 renewal fee for Little League plates, with $23 deposited to the Little League Fund and $2 to the Secretary of State Special License Plate Fund.

Distributes money from the Little League Fund, subject to appropriation, as grants to local little league organizations proportional to their membership size.
