Amends the Firearm Concealed Carry Act to expand state preemption over handgun regulation to include accessories, components, attachments, and parts for handguns.

Establishes that regulation, licensing, possession, registration, and transportation of handgun accessories and components by licensees are exclusive state powers and cannot be regulated by local municipalities.

Invalidates any local ordinances or regulations enacted before this Act's effective date that impose restrictions on handgun accessories, components, attachments, or parts in a manner inconsistent with state law as applied to licensees.

Explicitly identifies this provision as a denial and limitation of home rule powers under the Illinois Constitution.

Takes effect immediately upon becoming law.
