Amends Section 11-9.4-1 of the Criminal Code of 2012 regarding sexual predators and child sex offenders in public parks.

Prohibits sexual predators and child sex offenders from knowingly being present in public park buildings or on public park property, with an exception for offenders who are parents or guardians of a person under 18 years old present in the park and do not contact or communicate with any other minors.

Prohibits sexual predators and child sex offenders from knowingly loitering on a public way within 500 feet of a public park building or property, with the same parental/guardian exception and restrictions on contact with minors.

Establishes penalties of a Class A misdemeanor for violations, with a second or subsequent violation constituting a Class 4 felony.

Defines "public park" to include parks, forest preserves, bikeways, trails, and conservation areas under state or local government jurisdiction.
