Amends the State Employee Indemnification Act to add individuals who contract with the Office of the State's Attorneys Appellate Prosecutor to provide legal services within the scope of prosecutorial activities to the definition of "employee" eligible for indemnification.

Expands the definition of "employee" under the Act to include individuals who serve as arbitrators pursuant to Part 10A of Article II of the Code of Civil Procedure and Supreme Court rules implementing Part 10A.

Clarifies that the term "employee" does not include independent contractors except as specifically provided in the amended statute.

Changes all semicolons to commas in the enumerated list of categories of individuals and organizations covered under the Act for consistency in punctuation.

Takes effect upon becoming law.
