Authorizes the Department of Military Affairs to oversee and administer billeting operations at Illinois National Guard training sites, including Marseilles Training Center, Camp Lincoln, and other designated military training facilities within the state.

Creates the Illinois National Guard Billeting Fund as a special, non-appropriated fund in the state treasury to receive proceeds from military billeting services.

Fund revenues shall be used to pay billeting operation expenses not covered by federal or state appropriated funds, including procurement of billeting room items, cleaning, linen, and maintenance services.

Directs the Department of Military Affairs to administer the fund according to state law, applicable federal requirements, and rules established by the Adjutant General.

Takes effect July 1, 2014.
