Expands vehicle impoundment authority to both counties and municipalities (previously municipalities only) for specified traffic and criminal violations.

Permits counties and municipalities to impose reasonable administrative fees for vehicle impoundment in addition to towing and storage charges, waived only if the vehicle was stolen at time of impoundment.

Establishes 13 categories of violations authorizing impoundment, including DUI, driving with suspended/revoked license, driving without a license, drug-related offenses, felonies, and operating vehicles while subject to outstanding warrants.

Requires administrative hearings conducted by attorneys licensed for minimum 3 years, with notice served within 10 days and hearings held within 45 days of impoundment; decisions subject to Administrative Review Law or direct circuit court appeal if allowed by ordinance.

Vehicles not retrieved within 35 days after hearing decision are deemed abandoned and disposed of according to state law; unpaid fees enforced as court judgments.
