IL HB4744

Adds a new subsection (e-5) to the Personnel Code establishing a 2-point veterans preference for persons who completed their first term of enlistment or obligation, regardless of active duty status, and were discharged honorably, on hardship grounds, or released from active duty due to service-connected disability.

Creates an additional tier of veterans preference below the existing 3-point preference for those who served at least 6 months or were discharged under specific conditions related to military service.

Applies to persons not eligible for higher preference points under existing subsections covering service-connected disabilities (10 points), wartime service (5 points), or longer active duty service (3 points).

Requires the Department of Central Management Services to verify veteran status through a certified DD214 form or other acceptable evidence of honorable discharge before granting preference.

Takes effect immediately upon becoming law.
