HB4753 - Handgun Dealer Licensing Act

• Creates a licensing system administered by the Department of Financial and Professional Regulation requiring handgun dealers to be licensed before selling, transferring, or possessing concealable firearms for sale.

• Exempts occasional personal sales and hobby collectors from licensing requirements; requires applicants to be at least 21 years old, possess a valid Firearm Owner's Identification Card, and pass a background check including federal criminal history and mental health records.

• Establishes $300 initial license fee plus $300 renewal fee every 3 years; requires licensed dealers to comply with zoning restrictions, display licenses, keep firearms unloaded and out of window view, and refuse sales to straw purchasers or those in jurisdictions where that firearm type is prohibited.

• Mandates licensed dealers submit transaction reports to the Department within 24 hours of sales to non-dealers, with information maintained in a database accessible to law enforcement and other licensed dealers; requires reporting of sales from the 24 months preceding the act's effective date within 30 days.

• Prohibits unlicensed firearm sales as a Class 4 felony; allows the Department and local municipalities or counties to enforce the act; permits revocation or suspension of licenses with 10-year disqualification for revoked licensees.
