Extends the deadline for alternative teacher certification program admissions to September 1, 2014, and requires admitted candidates to complete coursework by January 1, 2016 and receive certification by September 30, 2016.

Requires alternative certification programs to provide the State Board of Education with names of candidates eligible for certification.

Allows the State Board of Education to establish and implement alternative route to teacher certification programs in consultation with the State Teacher Certification Board.

Programs may be offered by universities with 4-year baccalaureate and master's degree programs or not-for-profit organizations, comprised of three phases: intensive education coursework, full-time teaching assignment with mentor teacher, and comprehensive performance assessment.

Section is scheduled to be repealed on January 1, 2017.
