Amends the School Code to specify that the Department of Juvenile Justice School District is exempt from certain articles and sections, including Articles 3, 3A, 4, 5, 6, 7, 8, 9, and 11-34, with limited exception for Article 28 regarding textbook and equipment purchases.

Requires newly hired Department of Juvenile Justice personnel working directly with youth to be at least 21 years old and possess a bachelor's or advanced degree in criminal justice, education, psychology, social work, or a closely related field, or alternatively, a bachelor's degree with at least 2 years of experience in juvenile matters.

Mandates the Department of Juvenile Justice provide HIV/AIDS information and free HIV testing to all committed persons upon admission, with procedures for opt-out testing and confidential result delivery in compliance with the AIDS Confidentiality Act.

Changes notification procedures for parents and guardians by allowing the Department to notify them of a youth's physical location and changes via certified mail, telephone, or electronic message, rather than requiring return receipt confirmation.

Authorizes the Department of Juvenile Justice to enter into intergovernmental agreements allowing committed minors to participate in county juvenile impact incarceration programs.
