Amends the Condominium Property Act to allow the board of managers to adopt rules authorizing electronic delivery of notices and communications to unit owners who provide written authorization and an electronic address.

Permits unit owners to designate an electronic address, U.S. Postal Service address, or both as their address on any member or unit owner lists that the association must provide upon request.

Clarifies that improvements to common elements resulting in quality enhancements exceeding 5% of the annual budget require a meeting of unit owners if 20% of unit owners petition within 14 days, with majority vote needed to reject the expenditure.

Maintains existing board of managers powers including operation of common elements, budget preparation, assessment collection, insurance procurement, and rule adoption, with protections for religious practices and constitutional rights.
