Amends the Toll Highway Act to modify relocation assistance and property acquisition payment provisions for the Illinois tollway authority.

Requires the Authority to comply with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act (Public Law 91-646) and implementing regulations in 49 CFR Part 24.

Establishes that state law controls in case of conflict with federal law, except the Authority must use whichever law or regulation provides the highest payment limit for affected parties.

Authorizes the Authority to exceed maximum federal payment limits when necessary to ensure provision of decent, safe, or sanitary housing or to secure suitable relocation sites.

Requires prior approval from the Joint Committee on Administrative Rules before the Authority may adopt rules to implement the referenced federal law or regulations.
