Amends the Public Community College Act by adding Section 3-53 to establish private-public partnership boards at community colleges

Defines a private-public partnership board as a volunteer group that may include manufacturers, labor unions, community college officials, school district superintendents, high school principals, and workforce investment board members

Boards must meet at least 5 of 7 criteria, including being led cooperatively by a manufacturer, school superintendent, and community college president, and meeting at least 4 times yearly in fiscal years 2015-2016, then at least twice yearly thereafter

Requires boards to encourage advanced manufacturing technology programs, define at least 4 programs to meet manufacturer needs, and establish dual-credit opportunities for high school students transitioning to community college programs

Takes effect upon becoming law
