Suspends the statute of limitations clock when defamation or privacy violations are committed anonymously or under false names, allowing the period to resume once the defendant's identity is discovered through pre-suit discovery actions.

Caps the extended limitations period at 3 years from the date of the original slander, libel, or privacy violation, regardless of when the defendant's identity is discovered.

Preserves the standard one-year statute of limitations for claims against identifiable news media entities, exempting them from the extended discovery period.

Defines "news media" to include newspapers, news services, radio and television stations, television networks, cable television services, and motion picture news producers.
