Expands school counseling services in public schools to be provided by school counselors or individuals with a Professional Educator License with a school support personnel endorsement in school counseling.

Defines 54 specific school counseling services including academic planning, mental health support, crisis intervention, college and career development, and social-emotional learning.

Requires school counselors to participate in biennial training on domestic and sexual violence, anaphylactic reactions, educator ethics, mental health/suicide warning signs, and AIDS education.

Recommends schools maintain a student-to-counselor ratio of 250 to 1 and allow counselors to spend at least 80% of work time in direct student contact.

Permits other qualified professionals, including school support personnel, to provide the listed counseling services in addition to school counselors.
