Charges a $20 fee for original plate issuance ($5 to Lupus Foundation of America Fund, $15 to Secretary of State Special License Plate Fund) plus appropriate registration fees.

Charges a $20 renewal fee for each registration period ($18 to Lupus Foundation of America Fund, $2 to Secretary of State Special License Plate Fund) plus appropriate registration fees.

Creates the Lupus Foundation of America Fund as a special state treasury fund for grants to the Lupus Foundation of America, Illinois Chapter, subject to General Assembly appropriation and Secretary distribution.

Plate design and color determined by the Secretary of State, with plates expiring according to multi-year procedures established in existing vehicle code sections.
