Establishes permanent vehicle registration plates issued at no charge to state-owned vehicles and state agency vehicles financed by General Assembly appropriations, excluding medical transport vehicles.

Authorizes permanent vehicle registration plates for a one-time $8.00 fee to county, township, and municipal vehicles, including sheriff vehicles (beginning 1991), police vehicles (beginning 2001), and fire department vehicles (beginning 2014).

Beginning with the 2016 registration year, allows counties, townships, and municipal corporations to obtain permanent plates for a one-time $8.00 fee for vehicles used for community workplace commuting as defined by the Secretary of State.

Exempts sheriff vehicles, police vehicles, and fire department vehicles from registration transfer fees when moving plates between vehicles, with agencies required to report transfers to the Secretary of State.

Authorizes the Secretary of State to adopt administrative rules to implement registration plate designs, colors, and procedures for all vehicle categories covered under this section.
