Requires revised School Improvement Plans for schools on academic watch status after fourth or fifth annual calculation to be approved by school board and local school council (with exceptions for schools on probation).

Mandates charter schools operating within Chicago Public Schools be administered by local school councils with standard governance powers.

Establishes LSC Certification Commission to provide mandatory 3-day training program for local school council members and certify their qualifications, with vacant seats for non-compliance.

Provides $2,500 annually to each local school council for training and office equipment/supplies.

Requires supermajority of 8 votes by local school council to veto actions related to school probation and intervention by Chicago Schools Academic Accountability Council; adds student members to councils in schools enrolling grades 7-8.
