IL HB5329

Creates a 5-year pilot program allowing non-home rule municipalities with populations exceeding 5,000 in DeKalb, Kane, and Kendall Counties to exercise the same powers as home rule municipalities, except the power to tax or impose fees not otherwise provided by law.

Municipalities with populations exceeding 5,000 in the specified counties that previously held home rule status and later lost it through referendum, population decrease, or other means shall also exercise these expanded powers during the pilot period.

The pilot program expires 5 years after the effective date of this amendment to the Illinois Municipal Code.

Establishes legislative intent that smaller municipalities in growth areas face complex health, safety, and welfare issues that may be better addressed with expanded local authority.

Takes effect immediately upon becoming law.
