Amends the Food Handling Regulation Enforcement Act to create a new "home kitchen operation" exemption for producing and packaging non-potentially hazardous food in a residential kitchen

Limits home kitchen operations to monthly gross sales not exceeding $1,000 and excludes potentially hazardous baked foods from the exemption

Requires purchasers to receive notice that products were produced in a home kitchen

Allows the Department of Public Health or local health departments to inspect home kitchen operations in response to complaints or disease outbreaks

Exemption only applies in municipalities, townships, or counties where the local governing body has adopted an ordinance authorizing direct sale of baked goods
